Sanctuaries

The Sanctuaries are large floating cities that hover approximately 1 mile above the surface. These cities came to be a millennia ago when the upper class of society became fed up with the mysterious ways of magic users when none of their bloodlines could conquer the ways of the mystics.In an attempt to dictate the world to their vision and eventually return to the surface, Index of the Imperium was established, which outlawed archaic weapons (such as metal blades and early firearms), use of magic, and practicing the ways of the Dragon-Clans.Squads of elite soldiers occupy small emplacements on the surface to carry out justice on the base of the Index.

Surface

The surface of the world is exactly that. The society which was left behind a millennia ago when the Accension of the Sanctuaries happened. Here, large city-states grew in population, and became capitals of larger regions of land. Farming, hunting, and mercantile works flourish in the surfaces economy and are the primary sources of income for law-abiding citizens, as technology of the Surface is archaic in nature. Resembling that of the Middle Ages of Earth.For those born with mystical talents, they lead much more different lives that involve constant work with the Underground to avoid persecution from The Soldiers of the Sanctuary.Established City-States (Can be expanded) :

Underworld

An underground society which lays in hiding from the eyes of the Sanctuary. Magic has been used to create, and continue constructing their cities which are connected by large tunnels. Magic is the very way of life, however not required to live in the Underworld. The Dragon-clans once ruled the entire Underworld, however were almost all wiped out in a civil war between clans. Now, the queen of the Underworld is none other than Nova. An ageless dragoness who figuratively holds the entire society in the palm of her hand.There still exists and heirarchy of power in the Underworld. Citizens hold power over the mercenary class through Reigners. Reigners are effectively bosses for mercenaries and manage assignment of jobs, data collection, and law enforcement. Reigners report to Dukes and Duchesses, who directly serve Nova.
